“The 1612” – In an unprecedented move in unprecedented times, Stanislaus Regional Housing Authority has just purchased the former Clarion Hotel and Conference Center. Stan Regional HA will relocate the administrative offices of the Public Housing Agency and will be renovating the property to include 150 units of Workforce Housing for entry level workers, including workers from nearby retail and other business settings. The facility will eventually host other small businesses in a campus like setting and accommodate future development of Retirement Workforce Housing on a lot located on the property. The campus will now be known as “The 1612 – Micro Community.”

 

Stan Regional HA purchased the property for $13,500,000.  Funding for the acquisition came from the Housing Authority’s restricted Operations Reserves and a bank loan from F&M Bank.  Use of the restricted Operations Reserves was authorized by HUD using a waiver enabled by the CARES Act; though CARES Act did not fund any portion of the acquisition. Stanislaus Regional HA is the first Public Housing Agency to utilize a CARES Act waiver to fund an administrative building.  The waiver is based on the need for a larger operation campus to accommodate current social distancing requirements and to maintain efficient and continued services to the community during the COVID-19 Pandemic.  The Housing Authority has received approval to use a portion of the building for administrative services, but also has the option to temporarily support COVID-19 relief efforts in the community.

 

Stan Regional HA will be renovating the property in 2-phases.  Phase 1 will be renovation of the administrative offices expected to be completed by December 2020. Phase 2 will be completing renovations in the residential units and is expected to be completed by December 2021.  The Residential portion of the 1612 will include 8 1-bedroom units and 142 studio apartments.  All will have small kitchenettes, a murphy bed and a washer/dryer combination unit.  Rehabilitation costs is anticipated to be $2,800,000 for the administrative building and $4,840,000 for the residential units. The agency will also be constructing a new maintenance shop at the facility.

 

The residential area of the property will not be subsidized by HUD or State funding and is funded solely by a loan from F&M Bank.  This will allow the Stan Regional HA to create affordable housing for entry level workforce household incomes.  The Stan Regional HA worked with consulting agency California Affordable Housing Agency (CalAHA) to bring the project to fruition. Thank you to the San Francisco HUD Field Office for their exceptional assistance and support for this development.

El Stan Regional HA renovará el establecimiento en 2 fases.  La Fase 1 será la renovación de las oficinas administrativas que se espera que finalicen en diciembre de 2020. La Fase 2 completará renovaciones en las unidades residenciales y se espera que esté fasa sera terminada en diciembre de 2021.  La parte residencial del 1612 incluirá 8 unidades de 1 dormitorio y 142 apartamentos tipo estudio.  Todos tendrán pequeñas cocinas, una cama murphy y una combinada lavadora/secadora.  Se prevé que los costos de rehabilitación sean de $2,800,000 para el edificio administrativo y $4,840,000 para las unidades residenciales. La agencia también construirá un nuevo taller de mantenimiento en las instalaciones.
